Kano SACA Commences AOP, Budget Development Workshop

In a significant move to rnhance service delivery  through careful design of work plan and budget competencies of stakeholders across Ministries, Departments, and Agencies (MDAs), the Kano State Agency for the Control of Aids, in collaboration with key development partners, has commenced a Capacity Building Workshop.

The focus of the workshop is to deepen understanding and alignment between the Annual Operational Plan (AOP) and the State Annual Budget and Development Plan, in line with the state’s commitment to efficient service delivery and transparent governance.

The training, which began today, brought together directors of planning, budget officers, monitoring and evaluation specialists, and other relevant actors from across the health sectors.

Declaring the workshop open, the Director General Dr. Usman Bashir emphasized the importance of synchronizing planning with budgeting to ensure that policies and projects are properly implemented. “This workshop is timely as it equips our planners and budget officers with the skills needed to effectively align departmental plans with the state’s development agenda,” he stated.

The Day 1 sessions focused on:

An overview of the planning and budgeting framework in Kano State Agency for the Control of Aids (SACA),
A step-by-step guide to developing Annual Operational Plans,
Linking the AOP to the Medium-Term Sector Strategy (MTSS) and the State Development Plan,
Aligning plans with budget classifications and fiscal projections.

Participants engaged in interactive exercises and group work, using practical tools to map out planning and budgeting cycles and draft sections of departmental AOPs.

The workshop continues tomorrow with a focus on costing methodologies, performance indicators, monitoring frameworks, and using AOPs to track service delivery progress.

The Kano State Agency for the Control of Aids (SACA) reiterates its commitment to building the capacity of its workforce and improving accountability through better planning and budget execution.
